An update indicates this is a submarine cut between Whidbey Island and
Seattle, apparently with reference to Telus at this point rather than
Rogers. No ETR.

Hearing of a Rogers fiber cut that's affected some of our transport
between Burnaby (BC, Canada) and Seattle. I don't have much in terms
of details, though. Anyone else affected in the know of details or
ETR?
