I'm seeing the same to some of my customers in southern Oregon and Northern 
California.

Heads up: Today, as of about 2016-01-14T09:15:00Z, I'm observing high packet 
loss and queuing/latency (100ms) across a link between core1.pdx.he.net and 
core1.pao1.he.net.

A report has been placed in with the HE.net NOC, but as a non-direct-customer, 
not seeing any traction, yet.

An example MTR report from AWS in Oregon into a SF Bay Area HE path:
