Whomever it is that’s initiating these attacks is actually doing measurable damage to the economy of the US in lost business, or delays. That would be the equivalent of some kid smashing a Bell-owned payphone back in the 1990's. It causes a denial of service for would-be users of that phone, but it's not like the entire phone network goes down with it.
