Speculating... Most if not all CDNs have some terrible misbehavior (MS, Akamai, Limelight) where they send excessive amounts of traffic for the receiving connection size without ever backing off.
I can never get the ISPs experiencing the issues to collect information at the same time the CDNs are willing to look into it.
