There's apparently a Google CDN outage in Thailand which is causing most Google-bound/-sourced traffic to traverse trans-Pacific links to/from North America, thus leading to major negative impact on all Thailand-US traffic. It may be affecting ISPs in other Southeast Asian countries, as well.
