I am guessing a common transport issue as their public IP and IP we
reach via private MPLS ckt are both not reachable.... Or could be broken
telephone in that "fiber cut" is sometimes a catchall for "packets no go
from A to B" meaning anything from a fiber cut to busted switch, bad
port etc, etc....
