We also saw circuits go down that morning, and again on 8/10, and again
this morning (back up now). Seems like Wave's having difficulty getting
a handle on the problem (and forgetting to communicate it, as well).

Wave appears to be offline in the greater Seattle area. DIA and MPLS
circuits are down (including to cross connects in Utah and California).
