Anyone aware of something going on with AS19951 today? We cannot reach them if we traverse Cogent instead of Level 3. Cogent had told us Incapsula is trying some sort of route suppression but they don't peer with Cogent anyway so I'm not sure what's going on. We had to put in a static route to get our customer's access to some 192.230.81.x sites because of this.
