We are seeing issues on various tenets. Slow response causes Outlook to 'not 
respond'.

No connectivity issues suspected as it occurs on different networks and the 
only common factor is the same mailbox server at Microsoft.

Application layer issue not transport related. So not sure if it applies to the 
outage list as it is not network related.....
