[outages] CenturyLink packetloss in Chicago

Seeing 70% packet loss through CenturyLink routes in the Chicago 
region.  Not even able to hit the CL LG to dig in further.  Anyone else 
seeing the same?

A lot of other sites (Discord, Cloudflare, Hulu) are reporting trouble 
too, might be related.
