We've received this back from Verizon regarding a circuit in Totowa, NJ: "Verizon Cary NMC-IP reports a 10-GIG NNI (Network to Network Interface) is down, impacting multiple customers. Verizon Cary NMC-Transport and ERC (Enterprise Repair Center) have been engaged for further investigation."
