I would say the short answer is 'Yes'.
I have seen a lot of PC users connecting USB keyboards (not many mice though as the PC users seem to like 2+ buttons and a scroll wheel) to a myriad of laptops and desktops running Winblows 2000 and XP mainly and they all report that no extra drivers were required.
