After the intial analysis implementation phase the consultant will then be required to become the PM for the project. Candidate must have Paragon Plus experience and have worked in or have Java Portal experience Orginal contract will be written to June 2011 witha strong pssiblity of going the the end of 2011. *Position Summary The individual for this project position should primarily be an experienced project manager and secondarily have business analyst skills and expertise. The first phase of the project seeks to define the vision for a new Author/Reviewer Portal, define the project scope, document the hi-level business requirements and determine the technology to use in implementation by December 31, 2010. The individual hired for the project will work with the Editorial Office Operations (EOO) project team and Washington IT staff to coordinate, to facilitate, and to drive the project planning to complete this phase. The individual will deliver SDLC project charter and work with the EOO business analyst to assist with the requirements development process including requirement specification as needed. Ideally the individual should be capable of acquiring and translating requirements into design and implementation for a complex business system. Job Accountabilities Direct and manage project activities for the Author/Reviewer Portal Project. In conjunction with the EOO project team, develop a plan and schedule that enables Editorial Office Operations to define the high level business requirements and vision for the author/reviewer portal. Facilitate and support the business effort to define the vision for an author-reviewer portal using some selection of surveys, competitive analysis, and focus groups, etc. Establish project scope, available budget and internal resources, and desired delivery. Ideally be able to transform business requirements into functional specifications for systems design, customization, and reporting. The role will include the creation/revision of the following analysis artifacts and deliverables: o Process Maps o Business Requirements o Business Rules o Use Cases o Test Cases Facilitate the decision about the technology implementation. Ensure development and distribution of quality project-related documentation to all interested parties, such as project plans and schedules, project charters, communication plans, requirements documents, design documents, deployment plans, test plans, maintenance transition plans, and notifications of project end. Facilitate effective meetings with project stakeholders and produce documentation necessary for tracking and follow-up such as meeting minutes, action items, business decisions, and next steps. Estimate the resources and participants needed to achieve project goals. Where required, make recommendations to managers for the acquisition of required resources. Effectively acquire and manage project resources, including identifying available resources, ensuring assignments are communicated and clearly understood, obtaining estimates to completion and adjusting plans accordingly. Hold project meetings internally and externally to ensure proper level of project-related communication, including project kickoff meeting to establish/confirm roles, regularly scheduled project team meetings to track progress, stakeholder meetings to provide status, post-implementation meeting with customers to ensure that project criteria have been fully met, and lessons learned meeting to gather feedback for use in future projects. Ensure measures are taken in the project to increase quality and mitigate risk, including risk analyses, impact assessment, needs assessment, requirements signoff, code reviews, test planning and execution, contingency plans, and deployment plans. Record project milestones and progress information using agreed tool(s) for tracking and disseminating project information. Deliver timely and complete project status reports and other project information to project stakeholders and senior management on a regular basis, and as requested. Follow the clients SDLC guidelines.* *Education/Experience/Technical Knowledge Bachelor's degree or equivalent experience. Minimum 7 years overall project management experience including all aspects of process development and execution with large, complex projects. Familiarity with the capabilities and uses of the Portal technologies, Content Management Systems and Web technologies. 3+ years of experience as a Business Systems Analyst is highly desirable. Experience transforming business requirements into functional specifications for systems design, customization and reporting is highly desirable. Experience with Microsoft Office Project 2007, and SharePoint Services (MOSS) 2007 as well as project management principles. Experience with Microsoft Visio or equivalent system architecture or diagramming tool. Strong verbal and written communication skills. Must be able to communicate effectively and confidently with users, team members and management. Demonstrated ability to work with cross-functional teams. Thorough understanding of project management methodologies and practices. Demonstrated problem solving skills. Demonstrated ability to work closely with customers to complete projects.
