Note : Locals Preferred , who can attend In-Person Interview - Candidate must have previous working experience with public sector Systems Analysis Mentoring Minimum Qualifications: Proposed resources must possess certifications or experience equivalency for the following: A. 10+ years of experience performing the most complex IT systems analysis using a systems development life cycle to create, validate, and document small to large State IT projects. B. 10+ years experience serving on at least three (3) State IT projects. C. 3+ years experience as an instructor, trainer, or mentor developing staff capability for systems analysis. D. Must be a logical thinker, good with multitasking, detail-oriented, a good leader, instructor and an effective communicator. E. Experience with effectively providing staff training for systems analysis using a systems development life cycle. F. 10+ years of expert knowledge and experience performing the following tasks: 1) Eliciting requirements using interviews, document analysis, requirements workshops, surveys, site visits, existing systems process descriptions, use cases, scenarios, systems analysis, and task and workflow analysis. 2) Critically evaluating information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and obtain consensus from business and technical staff. 3) Proactively communicating and collaborating with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements Systems Requirements Document, Use Cases, GUI, Screen and Interface designs). 4) Utilizing experience in using enterprise-wide requirements definition and management systems and methodologies required. 5) Successfully engaging in multiple initiatives simultaneously. 6) Working independently with users to define concepts as well as work under the direction of project managers. 7) Driving and challenging business units on their assumptions of how they will successfully execute their plans to improve systems. 8) Performing analytical and product management, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements. 9) Using excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. 10) Serving as the conduit through which requirements flow between the customer community (internal and external customers) and the software development team. 11) Developing requirements specifications according to standard templates, using natural language. 12) Collaborating with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs. 13) Liaising between the business units, technology teams and support teams. 7. Desirable Skills/Experience: A. Superior oral and written communication skills. B. Ability to work well with others. C. Expert facilitator experience. D. A college degree in computer science, engineering, or related field. E. Knowledge and experience with Microsoft SharePoint, C# and .net, and N-tier applications. 8. Special Contract Provisions: A.
