H1B is OK. Local candidate is best as a face to face is needed. Previous State of CA experience is a major plus. The California Public Employees' Retirement System (CaIPERS) Division Information Technology Services Branch (ITSB) — Innovation Services Division (ISD) has requested assistance from (Vendor Name) to provide on-site consultant services to supplement CaIPERS Enterprise Test Office (ETO) staff. The consultant will provide functional test automation services for the CaIPERS Test Automation and Infrastructure team. Primary support will include functional test automation, use of open source or other test automation frameworks, detailed automation test plans, test preparation, and test execution. Additional support in areas of HP test tool administration, performance and SOA testing may also be required. Applications under test include legacy and PSR interfacing systems. Consultant services will also provide technical knowledge transfer to CaIPERS ETO staff on the planning, preparation, execution and outcome of automated functional web testing using test automation frameworks. The test software products that will be utilized are HP Quick Test Pro, HP Quality Center, HP LoadRunner, HP Performance Center, and Parasoft. VB and VBA are required for creation of admin tools and scripts. Knowledge of Open2Test or other similar test automation frameworks, and a strong background, knowledge and experience level in technical testing of highly complex systems and the test software listed is required. PROJECT EFFECTIVE DATES January 1, 2012 through June 30, 2012 Work cannot begin until the Statement of Work and a Purchase Order have been fully executed. LOCATION OF WORK The work will be performed on site at the CalPERS Lincoln Plaza campus. PROJECT VERTICAL/SUB-VERTICAL & CLASSIFICATION The Contractor will provide IT Consulting Services under the Vertical/Sub-Vertical and Classification listed below. Vertical Sub-Vertical Classification 8.0 Release Management. QA/Configuration Mgmt. Sr. Technical Specialist/Lead PROJECT SCOPE/TASKS The scope of this project encompasses the following tasks: • Develop detailed functional automation test plans to include Integration, System, Customer Acceptance Test, Load, Performance to ensure that components and interfaces are without flaw and meet requirements. • Align detailed test planning and execution with overall CaIPERS strategy; provide updates as needed due to changes in Interfaces Agreements, Interface Specifications or any other change. • Collaborate with the following support staff to define and document detailed test plans to include test resources requirements, level of effort assessment, test environment requirements, test scripts and scenarios for testing specified Interfaces to the PSR solution: o CaIPERS Infrastructure Staff, o CaIPERS Development Staff, o CaIPERS Business Staff, o CaIPERS ETO Staff, and o PSR Project Staff. • Providing administrative support for HP QC, QTP and LoadRunner tools as required. Includes day to day user support as well as workflow optimization & design tasks, building of synchs, reports, dashboards etc. • Work with support staff as listed above to understand the CaIPERS infrastructure and applications architecture. • Conduct detailed test plan execution, track and document defects; develop and provide test results for review by CaIPERS and PSR project stakeholders. • Ensures that any automated solution delivered is tested properly and provides traceability to the documented requirements. • Support and participate in all other test activities as needed and directed. • Provide detailed technical knowledge transfer to CaIPERS ETO staff automated test framework and all automated testing artifacts created. • Attend and/or facilitate meetings as needed. • Provide weekly status and inform of any issues that require escalation. • Understand the PSR solution and CaIPERS technical environments as needed. MINIMUM QUALIFICATIONS Refer to RFP 2009-5397, Section IV, Vertical 8.0, Release Management/Quality Assurance/Configuration Management, for minimum qualifications required for this engagement. In addition the following minimum qualifications are required: • Must possess a minimum of five (5) years experience in functional test automation using HP QuickTestPro. • Must possess a minimum of three (3) years experience using test automation frameworks. • Ability to work flexible hours and weekends.
