Update package names from python-sphinx to python3-sphinx
for both Debian/Ubuntu and Fedora.  Replace the deprecated
virtualenv command with python3 -m venv.

Add the prerequisite OVS submodule and OVN configure steps
that are required before building documentation, matching
the process used by the ovn-website dist-docs workflow.

Document the make dist-docs target for building man page
distribution documents.
