The "rate" column of Meter_Band says the value is in bits per second
when the parent Meter's unit is "pktps". That unit means packets per
second, as the Meter "unit" column and the "burst_size" column already
state, and ovn-controller programs such meters with OFPMF13_PKTPS.
Fixes: 2a9d1242d521 ("ovn: Add Meter and Meter_Band tables to the NB and SB
databases.")
