Ubuntu 26.04 is a new LTS and will be a default image for GitHub Actions later this month. Let's migrate to this image and fix a few issues related to building on it.
Upgrading to Python 3.14 as well since that's the latest stable Python and it is the default on Ubuntu 26.04. The intention is for this set to go into all supported branches as usual for this kind of changes.
