Documentation/ref/index.rst's roff-format man page table hadn't been substantively updated since the 2020 OVN rebrand, and was missing ten man pages that have existed for anywhere from one to seven years: ovn-appctl(8), ovn-br(5), ovn-br-controller(8), ovn-debug(8), ovn-detrace(1), ovn-ic(8), ovn-ic-nb(5), ovn-ic-nbctl(8), ovn-ic-sb(5), and ovn-ic-sbctl(8) -- effectively the entire OVN interconnection and bridge-controller subsystems. Add them, in alphabetical order, following the same (pdf)/(html)/(plain text) dist-docs link pattern used by the existing entries.
Also fix a missing conjunction in the introductory sentence.
