Note to self: the OVS_WAIT_UNTILs can be removed once --wait=hv properly
waits for second geneve tunnels and other cases. Not started yet though,
it's just been discussed on the mailing list.

physical|WARN|Failed to locate tunnel to reach main chassis hv2 for port be0.
Make sure the tunnel port is created and valid before attempting
