Thanks for contributing to OVN! This patch is wordwrapped and cannot be applied. Can you send it without wordwrapping, or make it available as a Git branch? It's somewhat difficult to understand the purpose here. Some more context would be helpful. For example, you could supply high-level documentation that explains the purpose of the feature. This should add an item in NEWS mentioning the new feature.
