I was initially hesitant to release because of this bug that was
reported yesterday: https://bugzilla.redhat.com/show_bug.cgi?id=1808125
However, Dumitru has a fix on the way for it, and the fix will be in OVS
code, not OVN. So we can cut the tag for OVN and be sure to update the
OVS commit ID for compiling once the OVS patch from Dumitru is merged.
But now the patches that set the release date are live for ACK-ing. Once
acked, I'll cut the tag.

I know the following patch is not yet merged in master but, once it gets
there it would be nice to have it the 20.03 release too if possible.
