An input change handler should never set the node's state to EN_VALID, because it doesn't know if any other input handler already set the state to EN_UPDATED. What it should do is just set state to EN_UPDATE if it knows that the data is changed. (Sorry this was not well documented, and there's already existing code like this in address-set handling.
