Introduce the possibility to specify more than 255 options in put_dhcp_opts userdata buffer. This is useful to fill even the fixed fields of the DHCP reply header (e.g file_name used in iPXE protocol). Express the option code using 2 bytes instead of just one in userdata buffer. Moreover, parse userdata buffer in pinctrl_handle_put_dhcp_opts in order to distinguish between 'variable' and 'fixed' options
