py27 packages are no longer available on FreeBSD.
Removing these packages along with python2 itself to avoid CI failures:
pkg: No packages available to install matching 'py27-sphinx' have
been found in the repositories

We already dopped support of py27 on master and branch-2.13, so this
patch only needed for branches 2.12 and 2.11.
