I think the issue goes back to at least 2.10. There's probably very minor conflicts--I'm more than happy to do the backports myself if they'll be accepted. 2.11 is what the upstream OpenStack neutron CI uses for the stable/train branch, which Red Hat OSP 16.1/16.2 use.
