When configuring IPsec, "ovs-monitor-ipsec" honours
the 'local_ip' option in the 'Interface' table by configuring
the 'left' side of the Libreswan connection with 'local_ip'.
If 'local_ip' is not specified, "ovs-monitor-ipsec" sets
