I guess it can be useful to have in stable branches but the concern I
have is that it will also pick up other OVS changes that can be seen as
"features", e.g., e26bf9726fad ("ovsdb: Make clients aware of relay
service model.").
However, if it's decided to backport this, then we should also backport:
be002aa8f8ea ("ci: Use OVS packages built from submodule.")
