While testing per-flow IPFIX sampling I realized that if the controller configures multiple Observation Domain IDs, IPFIX sampling doesn't actually work because Template information is not sent for all of them, making the collector fail to decode samples.
The first patch fixes this situation, while the second adds more configurability on top. I leave at the maintainers's discretion the decision whether or not to backport the first patch.
