This actually uncovered a regression in ovn-kubernetes. :)

Please ignore the failures on branches <= 22.09.  I'll post an ovn-k8s
PR to fix that soon.

In the meantime, the conformance tests passed on 22.12 and 23.03.  I
think we're good.
