It seems to be pulled from the DPDK pkg-config (which depends on
libpcap, itself depending on libsystem-dev when statically linking).

But, we don't need net/pcap anymore since commit 98ee21ef6364
("system-dpdk: Use dummy-pmd port for packet injection.").

Btw, I don't think libbpf-dev is needed anymore (for DPDK compilation
at least), as long as libxdp-dev is installed.
