considering ecmp_nexthop_monitor_run(), if the same next hop mac address is
shared between two different SBREC_ECMP_NEXTHOP rows, mac_count for the given
nexthop mac address will be greater than 1 so the related ct entry will not be
flushed removing one of them. Am I missing something? I guess we need a test 
for it.
