Hi, Mike. OVS 3.1 reached end of life some time ago and the branch is "archived" in a way that it is protected from any changes to be pushed into. So, we are not accepting any patches for this or any older branches. Patch still may be useful for someone maintaining their copy of OVS 3.1, so thanks for sharing! But I'll mark it in patchwork as 'Not Applicable' (can be 'Rejected', but I'm not sure which is better).
