OVN is intended to add network virtualization functionality to OVS. With network virtualization via OVN, you can build logical network topologies that are independent of the underlying physical network topology. Thus, you could create a logical switch (a logical L2 domain) that spans multiple L3 segments in the physical network (as an example).
