I cannot reproduce on 2.7 even without the patch. The IGMP and multicast packets need to hit a flow with action NORMAL. Use 'ovs-ofctl dump-flows ovs-br' to see the flows. Run 'ovs-appctl mdb/show ovs-br' to see the multicast table.
