I successfully tested containerized OVS on CoreOS, using the keldaio/ovs containers available on Docker Hub. There are a few caveats and I haven't done any extensive testing, but the procedure outlined in <https://blog.scottlowe.org/2018/01/30/running-ovs-fedora-atomic-host/> will work on CoreOS.
