I am exploring way to resolve the noisy neighbor syndrome using guaranteed
minimum bandwidth(when the neighbors are consuming egress traffic, which
could  be throttled in favor of the guaranteed port).

With current implementation(based on rte_meter.h),with CIR specified in
terms of percentage of interface bandwidth, indicating the guaranteed
bandwidth and sum of all CIR not exceed the total bandwidth of the
interface, wold that be the right way of ensuring guaranteed bandwidth and
avoid the noisy neighbor syndrome.

It would be also wonderful to hear thoughts around Hierarchical Scheduler
library (rte_tm.h,rte_mtr.h), with its support for Traffic shaping for
pipes and subports, hierarchical scheduling, congestion management, packet
marking and implementation in  either HW, SW or hybrid mode.
Would that be the direction ovs dpdk  be moving towards.
