Remove the '%ens9' from your IPv6 address, that's not valid. - Greg

Setting up a tunnel with the `ip` command like this also works: # ip link add test-gre type ip6gretap remote fe80::1 dev ens9 Any idea what I'm doing wrong here? Or is this a bug? I'm using Open vSwitch 2.11.0 on Ubuntu 19.04, kernel version 5.0.0.
