How are you reaching the VIP ?  Is it from outside i.e from the
external network or from the VMs attached to your logical switch ?

Is your logical switch connected to a logical router ?  If not, you
need to create a logical router and connect it to your logical switch
so that when your VM ARPs for the VIP,
the router port mac is replied.

Otherwise you can create a manual ARP entry in your VM or in the
source which sends the traffic to the VIP.
