This is only relevant for people tracking the v3.0.0-rc1 branch of the CRS:

If you have checked out the v3.0.0-rc1 branch, you must delete your clone and 
do a new clone of the repository.

I have purged GeoLiteCity.dat from the v3.0.0-rc1 branch, as it has been 
replaced by an upgrade script (util/upgrade.py) which can automatically fetch 
and update the GeoIP database from MaxMind.

This operation has rewritten Git history. If you continue using the old clone, 
the next time you pull it will merge the divergent histories, and you will get 
quite unexpected results. Don’t do this to yourself: move a copy of your old 
clone to a safe place and do a new clone!
