I noticed that owtcl has a dependency to owcapi nowadays... I got
compilation error when I tried to compile with --disable-owcapi and
--enable-owtcl.

Perhaps this should be fixed in the configure.ac.

BTW: will the other swig-modules have the same dependencies later?
