What you are describing is "ownet"
It exists for perl, python, php, java, Visual Basic, ...
Not tcl yet, though the conversion would be easy.
Basically ownet is a client that does only the network communication and
interpretation of the owserver protocol. Would you be interested in creating
the tcl ownet client?
