Look at my Debian package (see my signature). You can do
/etc/init.d/owserver stop
or
/etc/init.d/owserver restart
depending if you want to stop or restart (ie kill and start) owserver.

About the packaging: I plan to update my packages to the latest release
and then upload them officially to Debian (so it will also be in Ubuntu)
as soon as I come back from holidays.
If you have any comments about the packaging, do not hesitate to answer
