owfs itself is pure C. That includes owfs/owserver/owhttpd/owftpd and the
owshell utilities owdir/owread/owwrite

The standard build includes building modules and libraries for a variety of
languages including tcl, python, perl and php.

If you configure:
./configure --disable-swig --disable-ownet
the perl requirements should be gone (though I really don't have a
perl-free platform to test this).
