Ahha! You used the "-s" option which tries to connect to ANOTHER owserver
at that address. I presume you wanted the "-p" option which tells the
program which address to listen for queries.
In summary:
owserver -p 192.168.0.54:4314 # start owserver at this port
other_owprogram -s 192.168.0.54:4314 # connect to that owserver
