This usually means there already is a voltage divider (or at least a
parallel resistance) in the measurement device and you are superposing

Chances are your input isn't properly filtered, so you are measuring AC
noise on the line. You mentioned an inverter, which is prone to produce
a lot of noise on both its output *and* input.
