If you've got some combination of Chroot, an FUSE (file system in Userspace) module for Webdav and an automounter... then you might be able to do this without too many issues!
I should note, I've *not* done this. Look at ProFTPd which does have an SFTP module, and I saw a howto for making Samba over SFTP while I was considering this last night.
