This really makes sense to me because apps wouldn't have to check for
the notify app before sending notifications then.
Imho in OCP\Util should be Core-Parts only, because we know they are
always available.
You can provide an OCA\Notifications\API class or so. Apps that want to
use them can check if the Notifications-App is enabled and then make use
of that feature.
