Everything was already set up in my owncloud installation. Under "Admin"
-> "Sharing" I had enabled "Allow links" and "Allow users to share with
anyone".

The only thing I didn't understand is that the options to share publicly
will only appear when I enable the checkbox "Share as link". I uploaded
a screenshot to my owncloud: http://myln.de/12y :-)
