We had some discussions about that and the consensus was to keep the deleted 
files as long as there is space or if they are really outdated. Basically 
manage the emptying of the trash automatically. The manually emptying that you 
have on normal Desktops is a strange concept. It doesn't give you anything 
beside a good feeling that you cleaned up you home. ;-) But you loose the 
option to restore old files once you emptied your trash.
So we decided that it is best if ownCloud manage this internally automatically.
